Bill Flowers - President
Bill has served as President of CEC since May 2015. Part of CEC for over 35 years, he has been an integral part of the history and growth of CEC. Bill assists clients in preliminary design, land studies, and regulatory involvement. He also oversees the day-to-day operations of the business. Bill is a native of West Virginia and is a proud husband, father, and grandfather. When away from the office, he enjoys writing and volunteering at his church.
Josh Rabon, PE - Vice President
Josh has served as Vice President of CEC since May 2015. He is a licensed Professional Engineer in South Carolina, North Carolina, and Georgia. He holds a Bachelor of Science in Civil Engineering from the University of South Carolina and a Master of Business Administration from Southern Wesleyan University. Josh has over 12 years of industry experience in both the public and private sectors. He oversees engineering operations and assists in the oversight of the day to day operations of the company. Josh is from Cayce, South Carolina. When away from the office, he enjoys spending time with his family and volunteering at his church.
CLay Walsh, LEED AP - Vice President
Clay has served as Vice President of CEC since May 2015. He has over 20 years of experience in residential and commercial design as well as land surveying. He holds a Bachelor of Arts in Media Arts from the University of South Carolina. Clay is a 2nd generation Principal of CEC as his father, Harry Walsh, was one of the founding partners of the company. Clay is from Chapin, South Carolina and enjoys spending time on Lake Murray with his family and volunteering with JDRF when away from the office.
